Cowen is the leader of the Genii, a people who hides their technological developments under the guise of being simple farmers. The Genii was once a great coalition of several planets, quite advanced, and they kept many weapon caches and underground bunkers and secret facilities. In these the Genii are trying to build nuclear weapons to fight the Wraith. When Cowen comes to power, the Genii all live on their Homeworld, their other outposts hidden or abandoned.
Historywe are the raven and the ghostThe Genii attempt to make an alliance with the Atlantis Expedition in 2004 in order to access their technology and firepower such as C4. The alliance however is broken very quickly after a single mission together to infiltrate a Wraith base (a Hiveship in Hibernation) to steal a data device to be able to track Wraith ships in the quadrant. One of the Genii was taken, presumably killed, by the Wraith. Cowen and Sora, the daughter of the lost Genii soldier, blame the Lanteans for this. The two people part on uncertain terms.
Later, a rogue Genii strike force led by Acastus Kolya attempt to take the City of Atlantis during the Great Storm. It is uncertain whether Cowen authorized or supported this action. Kolya is killed by Sheppard and the strike force eliminated; only a few manage to get away, including Sora and Radim. The Lanteans' relationship with the Genii is hostile and shaky at best. nou ani atlantusIn 2005, Cowen contacts the Lanteans try to and negotiate terms of peace between the two, claiming that Kolya's faction is in fact a rebel group without support from the rest of the Genii. At this point in time Ladon Radim has become his second-in-command and adviser, and Sora is missing. Sheppard, Teyla, Cowen and Radim sign a new agreement, the Genii-Lantean Peace Treaty, wherein the Genii accept scientific and technological aid from the Lanteans, with the promise of never using their nuclear warheads on any human population in the Pegasus Galaxy.
